GENERAL FUND == DEPARTMENT. There is 1 14 appropriated from the general fund of the state to the 1 15 department of agriculture and land stewardship for the fiscal 1 16 year beginning July 1, 2006, and ending June 30, 2007, the 1 17 following amount, or so much thereof as is necessary, to be 1 18 used for the purposes designated: 1 19 For purposes of supporting the department, including its 1 20 divisions, for administration, regulation, and programs, for 1 21 salaries, support, maintenance, miscellaneous purposes, and 1 22 for not more than the following full=time equivalent 1 23 positions: 1 24 .................................................. $ 17,837,900 1 25 ............................................... FTEs 404.39 1 26 Of the amount appropriated in this section at least $50,000 1 27 shall be allocated to support a program relating to the 1 28 detection, surveillance, and eradication of the gypsy moth. 1 29 DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 1 30 DESIGNATED APPROPRIATIONS == ANIMAL HUSBANDRY 1 31 Sec. 2. GENERAL FUND == CHRONIC WASTING DISEASE CONTROL 1 32 PROGRAM. There is appropriated from the general fund of the 1 33 state to the department of agriculture and land stewardship 1 34 for the fiscal year beginning July 1, 2006, and ending June 1 35 30, 2007, the following amount, or so much thereof as is 2 1 necessary, to be used for the purposes designated: 2 2 For purposes of administering a chronic wasting disease 2 3 control program for the control of chronic wasting disease 2 4 which threatens farm deer as provided in chapter 170, 2 5 including for salaries, support, maintenance, and 2 6 miscellaneous purposes: 2 7 .................................................. $ 100,000 2 8 The program may include procedures for the inspection and 2 9 testing of farm deer, responses to reported cases of chronic 2 10 wasting disease, and methods to ensure that owners of farm 2 11 deer may engage in the movement and sale of farm deer. 2 12 Sec. 3. HORSE AND DOG RACING. There is appropriated from 2 13 the moneys available under section 99D.13 to the department of 2 14 agriculture and land stewardship for the fiscal year beginning 2 15 July 1, 2006, and ending June 30, 2007, the following amount, 2 16 or so much thereof as is necessary, to be used for the 2 17 purposes designated: 2 18 For purposes of supporting the department's administration 2 19 and enforcement of horse and dog racing law pursuant to 2 20 section 99D.22, including for salaries, support, maintenance, 2 21 and miscellaneous purposes: 2 22 .................................................. $ 305,516 2 23 Sec. 4. GENERAL FUND == DAIRY PRODUCTS CONTROL. There is 2 24 appropriated from the general fund of the state to the 2 25 department of agriculture and land stewardship for the fiscal 2 26 year beginning July 1, 2006, and ending June 30, 2007, the 2 27 following amount, or so much thereof as is necessary, to be 2 28 used for the purposes designated: 2 29 For purposes of supporting the operations of the dairy 2 30 products control bureau, including for salaries, support, 2 31 maintenance, and miscellaneous purposes: 2 32 .................................................. $ 693,166 2 33 Sec. 5. GENERAL FUND == AVIAN INFLUENZA CONTROL. There is 2 34 appropriated from the general fund of the state to the 2 35 department of agriculture and land stewardship for the fiscal 3 1 year beginning July 1, 2006, and ending June 30, 2007, the 3 2 following amount, or so much thereof as is necessary, to be 3 3 used for the purpose designated: 3 4 For purposes of controlling avian influenza by conducting 3 5 testing and monitoring: 3 6 .................................................. $ 50,000 3 7 Notwithstanding section 8.33, moneys appropriated in this 3 8 section that remain unencumbered or unobligated at the close 3 9 of the fiscal year shall not revert but shall remain available 3 10 to be used for the continued testing and monitoring of avian 3 11 influenza. 3 12 Sec. 6. GENERAL FUND == APIARY LAW. There is appropriated 3 13 from the general fund of the state to the department of 3 14 agriculture and land stewardship for the fiscal year beginning 3 15 July 1, 2006, and ending June 30, 2007, the following amount, 3 16 or so much thereof as is necessary, to be used for the 3 17 purposes designated: 3 18 For purposes of administering and enforcing apiary law as 3 19 provided in chapter 160, including for salaries, support, 3 20 maintenance, and miscellaneous purposes: 3 21 .................................................. $ 40,000 3 22 DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 3 23 DESIGNATED APPROPRIATIONS == MISCELLANEOUS 3 24 Sec. 7. GENERAL FUND == SOIL AND WATER CONSERVATION 3 25 DISTRICTS. There is appropriated from the general fund of the 3 26 state to the department of agriculture and land stewardship 3 27 for the fiscal year beginning July 1, 2006, and ending June 3 28 30, 2007, the following amount, or so much thereof as is 3 29 necessary, to be used for the purposes designated: 3 30 For purposes of reimbursing commissioners of soil and water 3 31 conservation districts for administrative expenses including 3 32 but not limited to travel expenses, technical training, and 3 33 professional dues: 3 34 .................................................. $ 250,000 3 35 A soil and water conservation district receiving moneys 4 1 from an allocation provided pursuant to this section shall 4 2 submit a report to the soil conservation division of the 4 3 department of agriculture and land stewardship by July 1, 4 4 2007, accounting for moneys which have been expended or 4 5 unexpended or which have been obligated or encumbered. The 4 6 report shall state how the moneys were used. 4 7 Sec. 8. GENERAL FUND == SENIOR FARMERS MARKET NUTRITION 4 8 PROGRAM. There is appropriated from the general fund of the 4 9 state to the department of agriculture and land stewardship 4 10 for the fiscal year beginning July 1, 2006, and ending June 4 11 30, 2007, the following amount, or so much thereof as is 4 12 necessary, to be used for the purposes designated: 4 13 For purposes of administering a senior farmers market 4 14 nutrition program, including for salaries, support, 4 15 maintenance, and miscellaneous purposes: 4 16 .................................................. $ 77,000 4 17 Sec. 9. GENERAL FUND == STATE INTERAGENCY MISSOURI RIVER 4 18 AUTHORITY. There is appropriated from the general fund of the 4 19 state to the department of agriculture and land stewardship 4 20 for the fiscal year beginning July 1, 2006, and ending June 4 21 30, 2007, the following amount, or so much thereof as is 4 22 necessary, to be used for the purpose designated: 4 23 For purposes of supporting the department's membership in 4 24 the state interagency Missouri river authority, created in 4 25 section 28L.1, in the Missouri river basin association: 4 26 .................................................. $ 9,535 4 27 Sec. 10. IOWA SHORTHORN ASSOCIATION. There is 4 28 appropriated from the general fund of the state to the 4 29 department of agriculture and land stewardship for the fiscal 4 30 year beginning July 1, 2005, and ending June 30, 2006, the 4 31 following amount, or so much thereof as is necessary, to be 4 32 used for the purpose designated: 4 33 For allocation to the Iowa shorthorn association in 4 34 connection with the 2006 national junior shorthorn show: 4 35 .................................................. $ 10,000 5 1 DEPARTMENT OF NATURAL RESOURCES 5 2 GENERAL APPROPRIATIONS 5 3 Sec. 11. GENERAL FUND == DEPARTMENT. There is 5 4 appropriated from the general fund of the state to the 5 5 department of natural resources for the fiscal year beginning 5 6 July 1, 2006, and ending June 30, 2007, the following amount, 5 7 or so much thereof as is necessary, to be used for the 5 8 purposes designated: 5 9 For purposes of supporting the department, including its 5 10 divisions, for administration, regulation, and programs, for 5 11 salaries, support, maintenance, miscellaneous purposes, and 5 12 for not more than the following full=time equivalent 5 13 positions: 5 14 .................................................. $ 17,967,579 5 15 ............................................... FTEs 1,113.63 5 16 Sec. 12. STATE FISH AND GAME PROTECTION FUND == DIVISION 5 17 OF FISH AND WILDLIFE. 5 18 1. a. There is appropriated from the state fish and game 5 19 protection fund to the department of natural resources for the 5 20 fiscal year beginning July 1, 2006, and ending June 30, 2007, 5 21 the following amount, or so much thereof as is necessary, to 5 22 be used for the purposes designated: 5 23 For purposes of supporting the division of fish and 5 24 wildlife, including for administration, regulation, and 5 25 programs, and for salaries, support, maintenance, equipment, 5 26 and miscellaneous purposes: 5 27 .................................................. $ 34,322,525 5 28 b. Notwithstanding section 455A.10, the department may use 5 29 the unappropriated balance remaining in the fish and game 5 30 protection fund to provide for the funding of health and life 5 31 insurance premium payments from unused sick leave balances of 5 32 conservation peace officers employed in a protection 5 33 occupation who retire, pursuant to section 97B.49B. 5 34 2. The department shall not expend more moneys from the 5 35 fish and game protection fund than provided in this section, 6 1 unless the expenditure derives from contributions made by a 6 2 private entity, or a grant or moneys received from the federal 6 3 government, and is approved by the natural resource 6 4 commission. The department of natural resources shall 6 5 promptly notify the legislative services agency and the 6 6 chairpersons and ranking members of the joint appropriations 6 7 subcommittee on agriculture and natural resources concerning 6 8 the commission's approval. 6 9 Sec. 13. GROUNDWATER PROTECTION FUND == WATER QUALITY. 6 10 1. There is appropriated from the groundwater protection 6 11 fund created in section 455E.11 to the department of natural 6 12 resources for the fiscal year beginning July 1, 2006, and 6 13 ending June 30, 2007, from those moneys which are not 6 14 allocated pursuant to that section, the following amount, or 6 15 so much thereof as is necessary, to be used for the purposes 6 16 designated: 6 17 For purposes of supporting the department's protection of 6 18 the state's groundwater, including for administration, 6 19 regulation, and programs, and for salaries, support, 6 20 maintenance, equipment, and miscellaneous purposes: 6 21 .................................................. $ 3,455,832 6 22 2. Of the amount of moneys to be allocated from the solid 6 23 waste account of the groundwater protection fund to develop 6 24 and implement demonstration projects for landfill alternatives 6 25 to solid waste disposal including recycling programs pursuant 6 26 to section 455E.11, subsection 2, paragraph "a", subparagraph 6 27 (1), subparagraph subdivision (c), $300,000 shall be used for 6 28 purposes of supporting a one=year project to recycle hardware 6 29 or equipment associated with personal computers. The 6 30 department shall award the moneys provided in this subsection 6 31 using a competitive grant process on a statewide basis. The 6 32 department shall make the award to a person or persons who 6 33 apply in a manner and according to procedures required by the 6 34 department. 6 35 DEPARTMENT OF NATURAL RESOURCES 7 1 RELATED TRANSFERS 7 2 Sec. 14. SPECIAL SNOWMOBILE FUND == SNOWMOBILE PROGRAM. 7 3 There is transferred on July 1, 2006, from the fees required 7 4 to be deposited in the special snowmobile fund under section 7 5 321G.7 to the fish and game protection fund and appropriated 7 6 to the department of natural resources for the fiscal year 7 7 beginning July 1, 2006, and ending June 30, 2007, the 7 8 following amount, or so much thereof as is necessary, to be 7 9 used for the purpose designated: 7 10 For purposes of administering and enforcing the state 7 11 snowmobile program: 7 12 .................................................. $ 100,000 7 13 DEPARTMENT OF NATURAL RESOURCES 7 14 DESIGNATED APPROPRIATIONS 7 15 Sec. 15. UNASSIGNED REVENUE FUND == UNDERGROUND STORAGE 7 16 TANK SECTION EXPENSES. There is appropriated from the 7 17 unassigned revenue fund administered by the Iowa comprehensive 7 18 underground storage tank fund board, to the department of 7 19 natural resources for the fiscal year beginning July 1, 2006, 7 20 and ending June 30, 2007, the following amount, or so much 7 21 thereof as is necessary, to be used for the purpose 7 22 designated: 7 23 For purposes of paying for administration expenses of the 7 24 department's underground storage tank section: 7 25 .................................................. $ 200,000 7 26 Sec. 16. STORMWATER DISCHARGE PERMIT FEES APPROPRIATION == 7 27 AIR QUALITY MONITORING. Notwithstanding section 8.33, any 7 28 moneys appropriated to the department of natural resources 7 29 from stormwater discharge permit fees for the fiscal year 7 30 beginning July 1, 2005, and ending June 30, 2006, pursuant to 7 31 2005 Iowa Acts, chapter 178, section 2, that remain 7 32 unencumbered or unobligated at the close of the fiscal year 7 33 shall not revert but shall remain available until the close of 7 34 the succeeding fiscal year for expenditure for full=time 7 35 personnel to conduct air quality monitoring, which may include 8 1 but is not limited to staffing required to perform field 8 2 monitoring and laboratory functions, including salaries, 8 3 support, maintenance, and for miscellaneous purposes. 8 4 Sec. 17. STORMWATER DISCHARGE PERMIT FEES == REDUCING 8 5 FLOODPLAIN PERMIT BACKLOG. Notwithstanding any contrary 8 6 provision of state law, for the fiscal year beginning July 1, 8 7 2006, and ending June 30, 2007, the department of natural 8 8 resources may use additional moneys available to the 8 9 department collected from stormwater discharge permit fees for 8 10 the staffing of the following additional full=time equivalent 8 11 positions for the purposes designated: 8 12 For purposes of reducing the department's floodplain permit 8 13 backlog: 8 14 ............................................... FTEs 2.00 8 15 Sec. 18. STORMWATER DISCHARGE PERMIT FEES == IMPLEMENTING 8 16 THE FEDERAL TOTAL MAXIMUM DAILY LOAD PROGRAM. Notwithstanding 8 17 any contrary provision of state law, for the fiscal year 8 18 beginning July 1, 2006, and ending June 30, 2007, the 8 19 department of natural resources may use additional moneys 8 20 available to the department from stormwater discharge permit 8 21 fees for the staffing of the following additional full=time 8 22 equivalent positions for the purposes designated: 8 23 For purposes of implementing the federal total maximum 8 24 daily load program: 8 25 ............................................... FTEs 2.00 8 26 IOWA STATE UNIVERSITY 8 27 DESIGNATED APPROPRIATIONS 8 28 Sec. 19. AGRICULTURAL REMEDIATION FUND == OPEN FEEDLOT 8 29 WATER QUALITY RESEARCH PROJECT. There is appropriated from 8 30 the agrichemical remediation fund created in section 161.7 to 8 31 the Iowa state university of science and technology for the 8 32 fiscal year beginning July 1, 2006, and ending June 30, 2007, 8 33 the following amount, or so much thereof as is necessary, to 8 34 be used for the purposes designated: 8 35 For purposes of supporting a water quality research project 9 1 which studies the effectiveness of alternative technologies 9 2 used to reduce risks to water quality from effluent 9 3 originating from open feedlots which house beef cattle: 9 4 .................................................. $ 50,000 9 5 In conducting the project, Iowa state university shall 9 6 cooperate with the Iowa cattlemen's association, the 9 7 department of natural resources, the department of agriculture 9 8 and land stewardship, and the United States department of 9 9 agriculture natural resource conservation service. 9 10 Sec. 20. VETERINARY DIAGNOSTIC LABORATORY. 9 11 1. There is appropriated from the general fund of the 9 12 state to Iowa state university of science and technology for 9 13 the fiscal year beginning July 1, 2006, and ending June 30, 9 14 2007, the following amount, or so much thereof as is 9 15 necessary, to be used for the purposes designated: 9 16 For purposes of supporting the college of veterinary 9 17 medicine for the operation of the veterinary diagnostic 9 18 laboratory: 9 19 .................................................. $ 1,000,000 9 20 2. Iowa state university of science and technology shall 9 21 not reduce the amount that it allocates to support the college 9 22 of veterinary medicine from any other source due to the 9 23 appropriation made in this section. 9 24 3. If by the end of the fiscal year, Iowa state university 9 25 of science and technology fails to allocate the moneys 9 26 appropriated in this section to the college of veterinary 9 27 science in accordance with this section, the moneys 9 28 appropriated in this section for that fiscal year shall revert 9 29 to the general fund of the state. 9 30 Sec. 21. VETERINARY DIAGNOSTIC LABORATORY == FUTURE YEARS. 9 31 It is the intent of the general assembly that a future general 9 32 assembly appropriate moneys to Iowa state university of 9 33 science and technology for the designated fiscal years, or so 9 34 much thereof as is necessary, to be used for the purposes 9 35 designated: 10 1 For purposes of supporting the college of veterinary 10 2 medicine for the operation of the veterinary diagnostic 10 3 laboratory: 10 4 1. FY 2007=2008................................ $ 2,000,000 10 5 2. FY 2008=2009................................ $ 3,000,000 10 6 3. FY 2009=2010................................ $ 4,000,000 10 7 MISCELLANEOUS 10 8 Sec. 22. Section 455B.103A, subsection 4, Code Supplement 10 9 2005, is amended to read as follows: 10 10 4. a.AnExcept as provided in paragraph "b", an 10 11 applicant to be covered under a general permit shall pay a 10 12 permit fee, as established by rule of the commission, which is 10 13 sufficient in the aggregate to defray the costs of the permit 10 14 program. Moneys collected shall be remitted to the 10 15 department. 10 16 b. The commission shall adopt rules for a general permit 10 17 described in section 455B.197, including fees, only to the 10 18 extent that the rules are consistent with that section. 10 19 Sec. 23. Section 455B.105, subsection 11, Code Supplement 10 20 2005, is amended by adding the following new paragraph: 10 21 NEW PARAGRAPH. c. The commission shall adopt rules for 10 22 applications or permits related to the national pollutant 10 23 discharge elimination system (NPDES) coverage as described in 10 24 section 455B.197, including fees, only to the extent that the 10 25 rules are consistent with that section. 10 26 Sec. 24. NEW SECTION. 455B.196 NATIONAL POLLUTANT 10 27 DISCHARGE ELIMINATION SYSTEM PERMIT FUND. 10 28 1. A national pollutant discharge elimination system 10 29 permit fund is created as a separate fund in the state 10 30 treasury under the control of the department. The fund is 10 31 composed of moneys appropriated by the general assembly and 10 32 moneys available to and obtained or accepted by the department 10 33 from the United States or private sources for placement in the 10 34 fund. The fund shall include moneys deposited into the fund 10 35 from fees charged for the processing of applications for the 11 1 issuance of permits related to the national pollutant 11 2 discharge elimination system as provided in section 455B.197. 11 3 2. Moneys in the national pollutant discharge elimination 11 4 system permit fund shall be used only as provided in 11 5 appropriations made from the fund by the general assembly 11 6 which may include for purposes relating to expediting the 11 7 department's processing of national pollutant discharge 11 8 elimination system applications and the issuance of permits. 11 9 3. Section 8.33 shall not apply to moneys credited to the 11 10 national pollutant discharge elimination system permit fund. 11 11 Notwithstanding section 12C.7, moneys earned as income or 11 12 interest from the fund shall remain in the fund until expended 11 13 as provided in this section. 11 14 Sec. 25. NEW SECTION. 455B.197 NATIONAL POLLUTANT 11 15 DISCHARGE ELIMINATION SYSTEM PERMITS. 11 16 The department may issue a permit related to the 11 17 administration of the national pollutant discharge elimination 11 18 system permit program pursuant to the federal Water Pollution 11 19 Control Act, 33 U.S.C. ch. 26, as amended, and 40 C.F.R., pt. 11 20 124 including but not limited to storm water discharge permits 11 21 issued pursuant to section 455B.103A. The department may 11 22 provide for the receipt of applications and the issuance of 11 23 permits as provided by rules adopted by the department which 11 24 are consistent with this section. The department shall assess 11 25 and collect fees for the processing of applications and the 11 26 issuance of permits as provided in this section. The 11 27 department shall deposit the fees into the national pollutant 11 28 discharge elimination system permit fund created in section 11 29 455B.196. The fees shall be established as follows: 11 30 1. For a permit for the discharge from mining and 11 31 processing facilities, NPDES general permit no. 5, the 11 32 following fee schedule shall apply: 11 33 a. An annual permit, one hundred twenty=five dollars each 11 34 year. 11 35 b. For a multiyear permit, all of the following shall 12 1 apply: 12 2 (1) A three=year permit, three hundred dollars. 12 3 (2) A four=year permit, four hundred dollars. 12 4 (3) A five=year permit, five hundred dollars. 12 5 2. For coverage under the national pollutant discharge 12 6 elimination system (NPDES) individual permits for storm water, 12 7 for a construction permit, an application fee of one hundred 12 8 dollars. 12 9 3. For coverage under the national pollutant discharge 12 10 elimination system (NPDES) individual permits for nonstorm 12 11 water, the following annual fees apply: 12 12 a. For a major municipal facility, one thousand two 12 13 hundred seventy=five dollars. 12 14 b. For a minor municipal facility, two hundred ten 12 15 dollars. 12 16 c. For a semipublic facility, three hundred forty dollars. 12 17 d. For a facility that holds an operation permit, with no 12 18 wastewater discharge into surface waters, one hundred seventy 12 19 dollars. 12 20 e. For a municipal water treatment facility, a fee shall 12 21 not be charged. 12 22 f. For a major industrial facility, three thousand four 12 23 hundred dollars. 12 24 g. For a minor industrial facility, three hundred dollars. 12 25 h. For an open feedlot operation as provided in chapter 12 26 459A, an annual fee of three hundred forty dollars. 12 27 i. For a new facility that has not been issued a current 12 28 nonstorm water NPDES permit, a prorated amount which shall be 12 29 calculated by taking the annual fee amount multiplied by the 12 30 number of months remaining before the next annual fee due date 12 31 divided by twelve. 12 32 j. For a facility covered under an existing nonstorm water 12 33 NPDES permit, a prorated amount which shall be calculated by 12 34 taking the annual fee amount multiplied by the number of 12 35 months remaining before the next annual fee due date divided 13 1 by twelve. 13 2 k. For a nonstorm water permit as provided in this 13 3 subsection, a single application fee of eighty=five dollars. 13 4 Sec. 26. NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM 13 5 PERMIT FUND == APPROPRIATION TO THE DEPARTMENT OF NATURAL 13 6 RESOURCES. There is appropriated from the national pollutant 13 7 discharge elimination system permit fund created in section 13 8 455B.196 to the department of natural resources for the fiscal 13 9 year beginning July 1, 2006, and ending June 30, 2007, the 13 10 following amount, or so much thereof as is necessary, to be 13 11 used for the purposes designated: 13 12 For purposes of expediting the department's processing of 13 13 national pollutant discharge elimination system applications 13 14 and the issuance of permits, including salaries, support, 13 15 maintenance, miscellaneous purposes, and for not more than the 13 16 following full=time equivalent positions: 13 17 .................................................. $ 600,000 13 18 ............................................... FTEs 6.00 13 19 Sec. 27. NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM 13 20 PERMIT FUND == APPROPRIATION TO THE DEPARTMENT OF ECONOMIC 13 21 DEVELOPMENT. There is appropriated from the national 13 22 pollutant discharge elimination system permit fund created in 13 23 section 455B.196 to the department of economic development for 13 24 the fiscal year beginning July 1, 2006, and ending June 30, 13 25 2007, the following amount, or so much thereof as is 13 26 necessary, to be used for the purposes designated: 13 27 For purposes of expediting the department of natural 13 28 resources processing of national pollutant discharge 13 29 elimination system applications and the issuance of permits, 13 30 including salaries, support, maintenance, miscellaneous 13 31 purposes, and for not more than the following full=time 13 32 equivalent positions: 13 33 .................................................. $ 100,000 13 34 ............................................... FTEs 2.00 13 35 1. The department of economic development shall provide 14 1 one full=time equivalent position to support an environmental 14 2 advocate to provide technical assistance to persons engaged in 14 3 livestock operations who may require a national pollutant 14 4 discharge elimination system permit as provided in section 14 5 455B.197. 14 6 2. The department of economic development shall provide 14 7 one full=time equivalent position to support an environmental 14 8 advocate to provide technical assistance to persons who are 14 9 not engaged in livestock operations who may require a national 14 10 pollutant discharge elimination system permit as provided in 14 11 section 455B.197. 14 12 Sec. 28. Section 455E.11, subsection 2, paragraph a, 14 13 subparagraph (2), subparagraph subdivision (d), Code 14 14 Supplement 2005, is amended to read as follows: 14 15 (d) For the fiscal year beginning July 1, 2005, nine and 14 16 one=half percent to the department to establish permanent 14 17 household hazardous waste collection sites so that both urban 14 18 and rural populations are served and so that collection 14 19 services are available to the public on a regular basis. 14 20 Beginning July 1, 2006, six and one=quarter percent to the 14 21 department to establish permanent household hazardous waste 14 22 collection sites so that both urban and rural populations are 14 23 served and so that collection services are available to the 14 24 public on a regular basis. Beginning July 1, 2007, three 14 25 percent to the department to establish permanent household 14 26 hazardous waste collection sites so that both urban and rural 14 27 populations are served and so that collection services are 14 28 available to the public on a regular basis.AnyBeginning 14 29 July 1, 2008, any moneys collected pursuant to this 14 30 subparagraph subdivision that remain unexpended at the end of 14 31 a fiscal year for establishment of permanent household 14 32 hazardous waste collection sites shall be used for purposes of 14 33 subparagraph subdivision (e). 14 34 Sec. 29. TRAVEL POLICY. 14 35 1. For the fiscal year beginning July 1, 2006, each 15 1 department or independent agency receiving an appropriation in 15 2 this Act shall review the employee policy for daily or short= 15 3 term travel including but not limited to the usage of motor 15 4 pool vehicles under the department of administrative services, 15 5 employee mileage reimbursement for the use of a personal 15 6 vehicle, and the usage of private automobile rental companies. 15 7 Following the review, the department or agency shall implement 15 8 revisions in the employee policy for daily or short=term 15 9 travel as necessary to maximize cost savings. 15 10 2. Each department or independent agency subject to 15 11 subsection 1 shall report to the general assembly's standing 15 12 committees on government oversight regarding the policy 15 13 revisions implemented and the savings realized from the 15 14 changes. An initial report shall be submitted on or before 15 15 December 1, 2006, and a follow=up report shall be submitted on 15 16 or before December 1, 2007. 15 17 Sec. 30. EFFECTIVE DATE. Section 10 of this Act, 15 18 providing for the allocation of moneys to the Iowa shorthorn 15 19 association, and section 16 of this Act, relating to a 15 20 stormwater discharge permit fees appropriation, being deemed 15 21 of immediate importance, take effect upon enactment. 15 22 15 23 15 24 15 25 CHRISTOPHER C.
